John Frusciante should have been R.E.M.'s guitarist

Although recognized as one of the most eclectic guitar players and songwriters of the 2000's, it seems that still nobody has pointed out how John Frusciante's poppy style era should have been influenced by the band from Athens.
I came up to this idea listening to Country Feedback, one of the song from the R.E.M. most famous album,

Document, which went out in 1991, the same year of Blood Sugar Sex Magic.

The main chords of the totally match with the one from the outro - and the solo - of one of BSSM ballads, I Could Have Lied, which could be indicated as one of the first "Frusciante" song in Red Hot Chili Peppers
As a Frusciante fan, I don't know what to think about. Either the guitar playing  from the R.E.M. song totally sound like there was Frusciante in the studio (even how they sound all these tremolo-cruchy vibrating riffs that fills through the voice's singing), either the RHCP song totally sounds like a R.E.M. ballad. I can also say, the R.E.M. song could actually fill perfectly in one of Frusciante's recordings between 2004 and 2005.
So, who was the one that stole the idea from the other?
Maybe John Frusciante is not that teacher at all. I don't know. I repeat - I'm a big Frusciante fan. But I have to consider it was just 21 at the time. Maybe he loves R.E.M so much that all his career during the 2000's was just an attempt to make a couple of pop songs that could sound just as good as one from Out Of Time album. Not an easy task, though.
